Public Domain as weak access regime

• Giving up copyright/ allowing content to go into public domain does act as an access regime, but it lacks ability to enforce compliance on later takers.

• If put product into public domain, then no requirement for others to comply with access regime.

• Can lose benefits of leverage, esp. if third party combines product with copyright protected work, gaining effective copyright over product.

• As such weak access regime.
